Goodwill TalentBridge in partnership with our client, a national Christian faith-based education organization, is seeking a Payroll Manager. 

Under the direction of the Director of Talent, the Payroll Manager owns the full-cycle payroll operation for this multi-state organization. Key responsibilities include payroll processing, payroll compliance, maintaining payroll and time & attendance HRIS modules, oversee company initiatives impacting payroll, and make recommendations for process improvements within the payroll function. The Payroll Manager will work closely with the Talent and Finance teams and will respond to all payroll related inquiries from all employees. Essential Responsibilities and Competencies


  • Process multi-state, multi-company semimonthly payroll for all exempt and non-exempt employees, ensuring accuracy and timeliness
  • Proactively communicate with site leaders to seek approval on submitted payroll hours
  • Act as first point of contact to answer employee questions related to time entry and payroll
  • Ensure compliance with federal, state, and local wage & hour laws including the Fair Labor Standards Act (FLSA)
  • Review and process periodic stipends and bonuses, ensuring FLSA compliance for additional payments made to non-exempt employees
  • Manage the outsourced preparation and filing of federal, state, and local withholding and unemployment taxes for all entities
  • Reconcile and remit payment for all reimbursable unemployment accounts
  • Review and complete annual processing of W-2 tax forms, partnering with outsourced vendor to resolve any discrepancies
  • Register for withholding and unemployment tax accounts in new states as needed
  • Act as the technical resource to address and resolve inquiries and issues related to payroll
  • Monitor and process garnishments in compliance with federal and state laws and communicate with garnishing agencies
  • Administer deductions for all benefit premiums ensuring payroll compliance for all pre- and post-tax benefits
  • Manage changes in HRIS employee self-service related to payroll and taxes
  • Partner with the Talent team to ensure accurate application of merit increases, position changes, and company transfers
  • Manage the 403(b), 457(b) and school pension plans, maintaining a strong relationship with vendors
  • Oversee the annual Worker’s Compensation audit and support the Finance team with other annual audits including 403(b) and school audits
  • Review monthly benefits invoices to ensure correct payments to vendors and accurate deductions from employees
  • Complete and maintain all required documents and records as they relate to payroll, ensuring compliance with legal requirements and satisfactory review by external auditors
  • Partner with the Talent team to respond to and complete previous and current team member employment verifications requiring payroll information
  • Maintain all time off policies in the HRIS
  • Partner with the Finance team to ensure the accurate flow of payroll information into the general ledger.
  • Provide ad hoc reporting by request from managers and other departments as appropriate
  • Other duties as assigned



  • Bachelor’s degree in accounting or finance or equivalent related experience
  • 5+ years of payroll experience in a multi-state and multi-company environment
  • Payroll certification preferred (CPP or FPC)
  • Knowledge of applicable laws and regulations as it relates to payroll and taxes
  • Experience with UKG or Kronos preferred
  • Proficiency with Excel, including pivot tables and vlookups
